If it has no point, why was it paid for?

As it was paid for, how much did it cost and why was that prioritised over far more important things?

If you have no answers to this then it clearly is valuable to the powers that be. Why?

I live in an area where on a number of occasions I have received a telephone call regarding flood warning, can’t see any difference with this one .
